The NTRA’s federal legislative team represents horse racing every day in DC. Find out more about the strategy and how you can help.
Buyers, sellers, consignors and their clients may support the Campaign by pledging 1/4 of one percent on the price of horses sold at Keeneland, Fasig-Tipton, Ocala Breeders’ Sales Company, Barretts, Breeders Sales Company of Louisiana and the Washington Thoroughbred Breeders and Owners Association. Every $1,000 in a horse’s sale price equates to $2.50 to the Campaign.
Consignors, sellers and designated agents may "pre-commit" their pledge by checking the box on Keeneland, Fasig-Tipton and Barretts sales entry forms. Buyers -- and sellers who miss the deadline for pre-commitments -- can pledge until the close of the sale billing.
For OBS sales, the NTRA requests support following the sales through a letter that details sales activity and lists suggested contribution amounts.
Foal Registration Program – Another way to support the Campaign is through the NTRA’s Foal Registration Program. Owners may contribute $50 per registered foal.
The NTRA conducts a bi-annual direct mail solicitation to fund the Foal Registration Program. However, owners may send contributions at any time to: NTRA Legislative Action Campaign, 2525 Harrodsburg Road, Suite 510, Lexington, KY 40504.
100% of contributions to the Campaign are earmarked for Federal lobbying and may be tax deductible as ordinary business expense.

The Horseplayers' Coalition is the NTRA's legislative voice for horse racing's customers. The Coalition seeks legislative solutions to Federal tax issues that impact horseplayers and pari-mutuel racetracks, and provides grassroots support for NTRA's lobbying efforts on Capitol Hill. The Coalition’s Advisory Panel is tasked with helping the NTRA Legislative team identify, establish and prioritize player-friendly legislation.
One federal issue that is sure to impact horseplayers in the coming years is the push to expand Internet gaming. Most recently, Rep. Peter King (R-NY) introduced The Internet Gambling Regulation, Enforcement, and Consumer Protection Act of 2013 (H.R. 2282) that would legalize all forms of wagering on the Internet, except sports betting, and set up a financial structure to license and regulate entities, including racetracks, that might offer various forms of gambling online. The NTRA has been at the forefront of Internet gaming legislation for more than a dozen years and will continue its efforts to protect horse racing’s interests in the legislative process.
Rep. Joe Barton (R-TX) also has introduced in 2013 The Poker Freedom Act (H.R. 266), which would regulate online poker on the federal level but remains silent on other forms of Internet gambling.
Additionally, both the House and Senate Committees that oversee tax matters are considering various tax reform issues that may impact racing. The NTRA is closely monitoring the process for opportunities for reintroduction of legislation that would eliminate the automatic 25 percent federal withholding tax on pari-mutuel winnings of $5,000 or more and have the current tax withholding requirements on winning wagers of over $600 on odds greater than 300-1 increased.
Another provision includes redefining the “cost of a wager” for purposes of tax reporting to more accurately reflect today’s emphasis on exotic wagers with complicated cost structures.
Annual membership in the Horseplayers’ Coalition is $25. Horseplayers can also join when signing up for the Daily Racing Form/NTRA National Handicapping Championship Tour (NHC Tour).
