Official Contest Rules

SUBJECT TO CHANGE

These are the Official Rules ("Official Rules") for the 2014 Daily Racing Form/NTRA National Handicapping Championship ("Contest"), presented by Treasure Island Las Vegas and Sovereign Stable.

The Contest dates are Friday, January 24, Saturday, January 25, and Sunday, January 26, 2014.  

It is the responsibility of the Contest player to understand and abide by the Official Rules.  Failure to comply with any of the rules may result in disqualification at the sole discretion of the National Thoroughbred Racing Association ("NTRA") or its designee.

PLAYER DECLARATION

  • Any Contest Player who is currently licensed by a racing commission or other governmental agency (including, without limitation, state, federal and National Racing Compact) (“Licensee”) shall identify himself/herself to tournament officials prior to the first Contest race.  For purposes of the Official Rules, a Licensee includes, but is not limited to, an owner, trainer, track official, jockey agent and any licensed track employee. A Contest Player must also declare in advance of tournament play if he or she is an immediate family member of a Licensee.  For purposes of this Contest, "immediate family members" shall be defined as mother, father, spouse, children, step-children and siblings. Failure to disclose as provided herein may  result in disqualification from this Contest and forfeiture of any Contest prizes.
  • A Contest Player who has an interest – ownership or otherwise – in a horse entered in any of the races designated as part of the Contest in accordance with these rules will be ineligible to wager on such races. Any Contest Player with an interest in a horse entered in a Contest race shall identify him/ herself to NHC Officials who will determine if the Contest Player's interest(s) preclude him or her from wagering on a specific Contest race. If the Contest Player is precluded from wagering on a Mandatory Race (see "Wagering Procedures"), NHC Officials will assign the Player an alternate Mandatory Race. Failure to disclose as provided herein may result in disqualification from this Contest and forfeiture of any Contest prizes.

ELIGIBILITY

  • All Contest Players must be at least twenty-one (21) years of age on or before January 24, 2014, to participate in this Contest.
  • Even though your host is paying for your hotel room, Contest Players are responsible for securing their hotel room upon arrival with a credit card and proper ID.
  • All Contest Players must have qualified for the NHC through an official Daily Racing Form/NTRA National Handicapping Championship Qualifier.
  • Contest Players may win up to two entries in the NHC, however, only one entry per individual may qualify for the Final 50 Contest and Final Table on Day 3.
  • Officers, board members and employees of the NTRA, Daily Racing Form, Treasure Island and Sovereign Stable, and their immediate family members, are ineligible to participate in this Contest.
  • Anyone who is prohibited from gambling due to any court order or other restriction, in any jurisdiction, is not eligible to compete in the NHC.
  • NTRA reserves the right to deny any person entry into the Contest for any reason whatsoever.

SEATING

  • Seats in the main Contest area are for Contest Players only and may be reserved on a first come, first-served basis after a Contest Player registers for the NHC. An auxiliary Contest area will be available for Contest Players and guests provided there are enough seats for Contest Players in the main Contest area. .
  • No smoking is allowed throughout the second level of the Treasure Island.

CONTEST FORMAT

  • The Contest dates are January 24-26, 2014.

Day 1 and Day 2 (January 24-25)

  • Day 1 and Day 2 of the Contest consists of Win and Place wagering on fifteen (15) races each day for a total of thirty (30) races over the first two-days of the Contest.   Win/Place wagers must be placed on a single horse on each of the 30 races.
  • Each Player will have a fictional bankroll of One Hundred Twenty Dollars ($120.00) in his/her account and must place thirty (30) fictional $2 Win wagers and thirty (30) fictional $2 Place wagers for a total of sixty (60) wagers over two (2) days totaling One Hundred Twenty Dollars ($120.00).
  • There will be no Best Bet wager.
  •  Win/Place wagers must be placed on a single horse in each of the 30 races. Failure to make any of the sixty (60) wagers will result in forfeiture of the fictional bankroll designated for each wager which is not made (i.e. a score of zero (0) for the designated race).
  • There will be eight (8) Mandatory Races on each day of the Contest, and Players must wager on those races. If a Player fails to wager on a Mandatory Race, the Player will receive zero (0) points for the Mandatory Race.
  • If a Mandatory Race is cancelled for any reason, an alternate race may be selected by NHC Officials to serve as a Mandatory Race or the cancelled Mandatory Race may be replaced by the addition of an Optional Race to the tournament format.
  • On each day of the Contest, Players may choose seven (7) races from the list of at "Eligible Tracks" in which to place a bet ("Optional Races"). The Optional Races must differ from the Mandatory Races.
  • In each of the Mandatory and Optional Races, Players must place one (1) $2 Win wager and one (1) $2 Place wager on the same horse. Multiple wagers on different horses in any one race are prohibited.
  • There is a cap placed on all mutuel payoffs. The Win cap is 20/1 ($42.00). The Place cap is 10/1 ($22.00).
  • Official track rules and regulations shall apply to the Mandatory and Optional Races.
  • Official track rulings shall apply to horses wagered on in the Contest.
  • Mandatory and Optional Races are subject to change.
  • Bankrolls are fictional and may not be cashed at the end of the Contest.
  • The top 50 individuals (“Final 50”), as ranked by individual cumulative bankroll from Day 1 and Day 2 of the NHC, will advance to the Day 3 “Final 50 Contest” of the NHC.
  • In the event of a tie for 50th Place, the tie will be broken on the following basis: (1) The 50th place finisher will be the Player selecting the greater number of winners over the two (2) days of the Contest; (2) In the further event of a tie, the Player with the greater number of winners in the Mandatory Races will be declared the 50th place finisher; (3) In the further event of a tie, the Player with the highest single mutuel payout (uncapped) will be declared the 50th place finisher; and (4) In the further event of a tie, the Player with the next highest single mutuel payout (uncapped) will be declared the 50th place finisher. Should a tie still exist after all tie-breaking methods are exhausted, each of those individuals tied for 50th place will advance to the Final 50 Contest and the prize money dedicated to 50th place shall be divided among the 50th place finisher in the Final 50 Contest and all other remaining contestants in the Final 50 Contest.
  • An individual who has more than one entry ranked in the top 50 at the conclusion of Day 2 of the NHC will receive a $2.500 bonus and one entry in both the Final 50 Contest and the Consolation Tournament.
  • Those advancing to the Final 50 Contest will each receive Contest prize money. 

Day 3 (January 26th)

Final 50 Contest

  • Individuals qualifying for the Final 50 will carry their fictional bankroll accumulated from Day 1 and Day 2 of the NHC into the Final 50 Contest.
  • There will be only one entry per individual in the Final 50 Contest.
  • All other NHC contestants not ranked in the top 50 by individual cumulative bankroll from Day 1 and Day 2 will compete in a separate, free entry Consolation Tournament (see “Consolation Tournament Official Rules”) with a starting fictional bankroll of Forty Dollars $40.00. 

Final 50 Contest and Consolation Tournament Format

  • The Final 50 Contest and Consolation Tournament formats will consist of Win and Place wagering on ten (10) races beginning with the first Contest race at approximately 9:30 a.m. PT and concluding at approximately 1:00 p.m. PT.
  • There will be only one entry per individual in the Final Table Contest.
  • Each Player must place ten (10) fictional $2 Win/Place wagers (on the same horse in each individual race) for a total of twenty (20) wagers totaling Forty Dollars ($40.00). Failure to make any of the twenty (20) wagers will result in forfeiture of the fictional bankroll designated for each wager which is not made (i.e. a score of zero (0) for the designated race).
  • There will be three (3) Mandatory Races and seven (7) Optional Races during the Final 50 Contest and Consolation Tournament.
  • Win/Place wagers must be placed on a single horse in each of the 10 races.
  • If a Player fails to wager on a Mandatory Race, the Player will receive zero (0) points for the Mandatory Race.
  • If a Mandatory Race is cancelled for any reason, an alternate race may be selected by NHC Officials to serve as a Mandatory Race or the cancelled Mandatory Race may be replaced by the addition of an Optional Race to the tournament format.
  • Players may choose seven (7) races from the list of "Eligible Tracks" in which to place a bet ("Optional Races"). The list of Eligible Tracks will be announced approximately 45-60 days in advance of the Contest. The Optional Races must differ from the Mandatory Races.
  • In each of the Mandatory and Optional Races, Players must place one (1) $2 Win wager and one (1) $2 Place wager on the same horse. Multiple wagers on different horses in any one race are prohibited.
  • There is a cap placed on all mutuel payoffs. The Win cap is 20/1 ($42.00). The Place cap is 10/1 ($22.00).
  • The top 10 highest bankrolls, including ties, as ranked by individual cumulative bankroll following Day 1, Day 2 and the Final 50 Contest, will advance to the “Final Table” of the NHC.
  • Official track rules and regulations shall apply to the Mandatory and Optional Races.
  • Official track rulings shall apply to horses wagered on in the Contest.
  • Mandatory and Optional Races are subject to change.
  • Bankrolls are fictional and may not be cashed at the end of the Contest.
  • The Consolation Tournament and Final 50 Contest portions of the NHC will conclude at the same time.
  • Please refer to the “Official Rules” for the Consolation Tournament.

Final Table Contest Format

  • The individuals competing at the Final Table will carry their fictional bankroll accumulated from Day 1, Day 2 and the Final 50 Contest into the Final Table.
  • There will be only one entry per individual in the Final Table Contest.
  • Each individual competing in the Final Table Contest must be present in the Main Ballroom at or near the Final Table during the Final Table Contest.
  • The Final Table Contest format will consist of mythical $2 Win/Place wagering on five (5) Mandatory Races, with the first Final Table race beginning at approximately 2:00 p.m. PT.
  • $2 Win/Place wagers must be placed on a single horse on each of the five (5) Final Table Mandatory Races for a total of ten (10) wagers totaling Twenty Dollars ($20.00).
  • Following the conclusion of the five Mandatory Races that comprise the Final Table, the Final Table participants will be ranked from first through 10th by their total fictional bankroll accumulated during Day 1, Day 2, the Final 50 Contest and the Final Table.
  • The individual qualifying to the Final Table and amassing the highest final fictional bankroll from all Contest Win and/or Place wagers at the end of the Final Table Contest will be declared the "Grand Prize Winner.” The Grand Prize consists of prize money (see “NHC Official Prize Money” breakdown), an Eclipse Award as the Handicapper of the Year, a ring or pendant, and a qualifying berth to the 2015 NHC.
  • Failure to make any of the ten (10) wagers will result in forfeiture of the fictional bankroll designated for each wager which is not made (i.e. a score of zero (0) for the designated Mandatory Race).
  • If a Mandatory Race is cancelled for any reason, another Mandatory Race will be selected by NHC Officials to serve as a Mandatory Race at the Final Table.
  • There is a cap placed on all mutuel payoffs. The Win cap is 20/1 ($42.00). The Place cap is 10/1 ($22.00).
  • Win/Place wagers on each of the five (5) Final Table Mandatory Races must be made no later than approximately Three Minutes to Post Time for each of the Mandatory Races (pari-mutuel machines will be designated for Final Table Contest play only). Final Table participants will be required to provide a race selection and alternate selection for each of the Final Table Mandatory Races. Participants should refer to the “Final Table Wagering Format” sheet provided by NHC officials for a complete description of Final Table wagering procedures.  All Contest wagers placed through the Tote System shall be final.
  • Official track rules and regulations shall apply to the Mandatory and Optional Races.
  • Official track rulings shall apply to horses wagered on in the Contest.
  • Mandatory Races are subject to change.
  • Bankrolls are fictional and may not be cashed at the end of the Contest.

POINT TABULATION

  • Contest Players accrue fictional earnings/points based on mythical Win wagers and mythical Place wagers. All Contest earnings are fictional and are for scoring purposes only.
  • If a Player does not place a wager in a Mandatory Race or in the specified number of Optional Races, the Player scores zero (0) points for that race.
  • If a player places more than the permitted number of Required Wagers on any Optional Races in a given day, such wagers will be nullified in chronological order, with the latest Optional Races nullified first.
  • Earnings/points will be accrued in gross based on official track payouts, subject to the payoff cap.

TIEBREAKERS

  • In the event of a tie for First Place, there will be a one race playoff to determine the NHC Champion. The participant’s selection that finishes first or closest to first in the Official Order of Finish (regardless of overall placing in the race) will be declared the winner.
  • If both participants select the same horse in the playoff, each of the participant’s alternate selections will be used to determine the overall winner in the same format as outlined above. If both participants select the same alternate horse, the following tie-breaker procedures will apply: (1) The Grand prize winner will be the Player selecting the greater number of winners over the three (3) days of the Contest; (2) In the further event of a tie, the Player with the greater number of winners in the Mandatory Races will be declared the winner; (3) In the further event of a tie, the Player with the highest single mutuel payout (uncapped) will be declared the winner; and (4) In the further event of a tie, the Player with the next highest single mutuel payout (uncapped) will be declared the winner. Should a tie still exist after all tie-breaking methods are exhausted, first and second place prize money shall be divided equally.
  • In the event of a points/bankroll tie involving other prize money winners, the prize money shall be divided equally.

WAGERING PROCEDURES

  • All wagers should be placed in accordance with the "How To Place Your Bets" sheet provided in the Registration packet.
  • Self Service Machines will be available in the Contest Area for Contest wagers only.
  • All players are responsible for ensuring that each wager is placed correctly and that they are in receipt of a tote ticket that accurately reflects what they intended for their wager to be.
  • All wagers must be placed personally, and in-person, by the Player. To avoid being disqualified, no person shall, directly or indirectly, act as an intermediary, transmitter or agent in placing wagers for the Player, unless prior authorization is given by NHC Officials.
  • All Contest Players must wear their credential to place a wager.
  • Official program numbers shall be used when placing all wagers.
  • Selected pari-mutuel machines will be reserved for Final Table play only during the Final Table Contest portion of the NHC. Final Table participants should refer to the “Final Table Wagering Format” sheet provided by NHC officials for a complete description of Final Table wagering procedures. 

SCRATCHES

  • There shall be no specifying of alternates. Should a scratch occur in an Optional Race prior to the official off time, the Player may return to a manned mutuel window and make another wager on the race, time permitting, or the Player may wager on another race, subject to all other Rules.
  • Should a scratch occur in a Mandatory Race, it is the Player's responsibility to change the selection prior to the start of the race. If the Player's selection scratches in a Mandatory Race and no replacement wager is placed prior to the start of the race, the Player shall be assigned the official betting favorite as determined by the host racetrack.

RESULTS

  • The individual standings, including the names of the Players and their total bankroll, will be posted and/or announced following each mandatory race during Day 1 and Day 2 of the Contest as well as during the Final 50 Contest and Consolation Tournament on Day 3.
  • The final standings update during Contest play on Day 2 will occur prior to the final two races. This will be the final standings update prior to the conclusion of Day 2. For technical or other reasons, this schedule may be changed or modified at the sole discretion of the NTRA or its designee. 
  • On Day 3, standings will be posted and/or announced following each Mandatory Race in the Final 50 Contest and Consolation Contest. The final standings update during the Final 50 Contest and the Consolation Tournament will occur prior to the final two races.
  • For technical or other reasons, this schedule may be changed or modified at the sole discretion of the NTRA or its designee.
  • The individual standings, including the names of the Players and their total bankroll, will be posted and/or announced following each Contest Race that comprises the Final Table.
  • All results are unofficial, pending verification that all wagers were made in accordance with the Official Rules. Upon such verification, the winners will be announced at the Awards Banquet Dinner to be held on January 26, 2014. It is anticipated that the winning prizes will be paid immediately (by cash, check or Casino chips) following the Awards Dinner in cooperation with the Treasure Island cashier, but in any event within thirty (30) days in the sole discretion of the NTRA and the NHC Officials.

PRIZES

  • All prizes will be distributed pursuant to the "Official Prize Money” breakdown provided to the Player prior to the start of the Contest.
  • Affidavits confirming compliance with the Official Rules will be required of all winners.
  • In the event any potential prize winner is disqualified or determined not to be eligible by the NTRA or NHC Officials, in their sole discretion, the Player with the next highest total bankroll will be declared the winner of the prize, and each successive Player will be moved up accordingly.

ODDS OF WINNING 

  • This is a game of skill, and the odds of winning any prize are dependent upon the number of Players and the skill of the Players. 

DISQUALIFICATION FOR UNSPORTSMANLIKE BEHAVIOR and/or VIOLATION OF RULES

  • The NTRA, in its sole discretion, reserves the right to disqualify any Player it believes to be tampering with or attempting to tamper with the betting process and or operation of the Contest or any Player it believes to be in violation of the Official Rules or to be acting in an unsportsmanlike manner or with the intent to annoy, abuse, threaten, coerce or harass any other person or any person it believes to have influenced or attempted to influence the play of other Players, whether through potential bonuses,  incentives or otherwise.

GENERAL PROVISIONS

  • The NTRA is not responsible for lost, interrupted, incomplete, inaccurate or incorrect capture of betting information or for computer, telephone, cable, network, electronic or Internet hardware or software malfunctions, failures, connections, availability or jumbled transmissions, service provider accessibility or availability, or unauthorized human intervention.
  • Players are responsible for the payment of all local, state and/or federal taxes on prizes won in the Contest. Players who are not United States citizens or Permanent Resident Aliens may be subject to federal tax withholding by the casino.
  • All trademarks used in connection with this Contest and the promotion thereof are the property of their respective trademark owners and are used for identification purposes only.
  • By participating, Player agrees to be bound by the terms of these Official Rules.
  • By participating, Player agrees to the use of Player's name, photograph, voice and likeness for the purpose of advertising and promotion in connection with the NHC and NTRA, Daily Racing Form, Treasure Island Casino, Sovereign Stable, and their partners and affiliates, without further compensation, except where prohibited.
  • By participating, Player agrees to release the NTRA, Daily Racing Form, Treasure Island Casino and Sovereign Stable, and their partners and affiliates, and the directors, employees and agents of each, from any liability, loss or damage incurred by the use, misuse or acceptance of the prize.
  • The NTRA reserves the right to cancel or modify the Contest and/or the Official Rules without notice.
  • In the event of inconsistency between these Official Rules and any other document provided in connection with the Contest, the terms of these Official Rules shall be controlling.
  • The NTRA, Daily Racing Form, Treasure Island Casino and Sovereign Stable are the sponsors of this Contest. 

PRIVACY POLICY

  • Information submitted on the Registration Form and any information provided in connection with the Contest will be retained by the NTRA and may be used for marketing, research or other commercial and non-commercial purposes. In addition, the NTRA and its partners and affiliates may send each Contest Player promotions or announcements unless the Player specifically requests that the NTRA not do so in the manner provided in the Registration Form. Information regarding the Players may be provided to the entity organizing the Contest, the Daily Racing Form and their partners and affiliates.

ARBITRATION

“In the event of a dispute or question regarding these rules or this promotion, the NTRA, Daily Racing Form, Treasure Island Casino and Sovereign Stable will attempt to resolve the situation to the satisfaction of all parties; however, if not resolved the Nevada State Gaming Control Board will have the ultimate jurisdiction over this promotion and its decision will be final.”  Participants may also contact the Gaming Control Board to register any disputes.
